「以色列」一個土地面積比台灣還小的國家，是全球最負盛名的創新國家，而處於以色列西海岸的特拉維夫，人口大約為40萬，不到以色列總人口的1/20，卻是以色列經濟與科技重鎮，擁有以色列60%以上的創新種子公司，每年有40多家創新企業被Google等國際知名公司收購，被譽為「歐洲創新領導者」和「僅次於矽谷的創業聖地」，以色列的創新力量除了源自於獨特的歷史文化，源於國家安全發展需求的強勁創新能量，更讓他們在全球未來產業扮演關鍵的領導角色，除此之外因應先天環境的發展困境，以色列的創新企業家們運用研發技術結合創意將危機轉化為商機，在資訊安全、水資源、新農業以及醫藥科技上擁有顯著的發展與創新動能。
從以色列的新創生態觀察中發現「創新研發」與「國際連結」合作能帶動生態圈鏈結的多重效應，科技部作為我國科技探索先行者的角色，為促動我國與以色列創新合作交流鏈結，本次台以創新論壇，邀請具指標性及代表性創新產業與專家來台與會，引介具特色的新創領域，藉由高峰對談邀請我國科研及產業代表，激盪匯聚台以可資合作的創新課題選項，帶領台灣科技能量與時俱進，促動邁向永續創新之路思維和模式的深度改變﹔以終為始，打造科技部的角色價值鏈。
Israel is recognized as the most innovative country throughout the world, however, it is a country having less covered area than Taiwan. Tel Aviv is located at the west coast of Israel, having a population for around 400,000, which consists no more than 5% of the total population of Israel. Nevertheless, Tel Aviv is the most important city in terms of economy and technology in Israel by sitting over 60% of startup companies in Israel and an annual average of 40 companies being merged or acquired by international super firms, like Google. Tel Aviv is given the reputation of “Leader of Europe Innovation” and “Startups’ Second Choice to Silicon Valley.” The unique historical background and culture environment boosts the innovative energy in Israel to pump extensively. The needs for national security leverage Israel’s future technology development, in addition, taking the key leadership across the world in various industries.
From conquering the lack of natural resources, Israeli startup entrepreneurs put their researches to creative uses, granting great success and innovative energy in information security, water resources, new agriculture, and biotech. From the Israeli startup eco-system, it is clear to find that “innovation” and “international connection” are two critical factors that motivate the overall eco-system to create multiple effects. As the explorer and pioneer of advanced technology in Taiwan, the Ministry of Science and Technology invites iconic professions and entrepreneurs in Israel to lecture and discuss about the startup eco-system in “Taiwan-Israel Innotech Summit.”
In the T-I Innotech Summit, it is expected to develop intensive impact between the professions of Taiwan and Israel. The collaboration of new innovations in new industries are the potential future leading trends for Taiwan, exceeding innovative thinking and systematical change to realize perpetual development upon time. From beginning to end, the Minister of Science and Technology is here to build key role linkages for Taiwan industries.
